A Blueprint for Better Living: ICL Housing Project Wins NYSERDA Excellence Award

ICL is proud to be part of the team that won the prestigious New York State Research and Development Authority (NYSERDA) Buildings of Excellence Award for the West Tower Supportive Housing project, which is being developed with Gilbane Development, Tredway, and ELH Mgmt, and designed by Aufgang Architects. This statewide recognition reinforces the West Tower as a model for what supportive housing can and should be: climate-friendly construction that is healthier for residents and communities, resilient, and built to serve New Yorkers for generations to come.

West Tower expands ICL’s growing housing footprint, which includes a continuum of housing options that address the needs of New York adults, families, and young people struggling with stability and mental health challenges. The 266-unit Bronx development integrates affordable housing with onsite health services through ICL’s signature Health Hub model, demonstrating our commitment to whole-person integrated care that meets people where they are.

Creating More Homes Where Families Can Stay Together

ICL has closed on financing for the $77.6 million redevelopment of our Emerson-Davis Family Residence in Clinton Hill, Brooklyn. This one-of-a-kind program is designed for families facing serious mental health challenges, helping them stay together or reunite in housing that comes with all the support services families need to prosper.

The new 11-story building at 161 Emerson Place will feature 61 supportive apartments and 41 affordable units, as well as a host of services that ensure stability and well-being for more families.

The Emerson-Davis model is the only program of its kind in New York City and has proven effective: 74% of families exiting the program have remained unified.

Emerson is just one of ICL’s housing programs focused on serving parents and their children. ICL proudly provides safe homes and supportive services to over 200 families, serving approximately 350 children and youth from birth to age 26.

Healing through Art: How Shannon Found Her Purpose

When Shannon first came to ICL’s Rockaway Park Clinic in 2016, she struggled with anxiety, low self-esteem, and relationship difficulties. Drawing on her inner strength and with consistent care and counseling provided by her ICL care team, she gradually built confidence, earned a bachelor’s degree in psychology, and began channeling her creativity to connect with children through an after-school arts program.

Inspired by her lived experiences and work with children, Shannon pursued her passion for healing through art and was accepted to the School of Visual Arts to earn a graduate degree in art therapy. She plans to put her new degree to work by supporting kids. “I want to make them feel better, and bring change to the community,” she says.

Shannon represents what’s possible when people are provided with the support they need to thrive. ICL’s mental health clinics are committed to the kind of personalized, long-term care that nurtures resilience and recovery. Through her own perseverance and the support of dedicated therapy, Shannon, and many others who come to ICL, get better and find the stability they need to lead fulfilled lives.

Celebrating Pride Month at ICL

At ICL, Pride is part of how we show up; for ourselves, each other, and the people we serve. It means bringing care and respect to every interaction, and holding firm in the belief that everyone deserves to be seen and valued for who they are. Throughout June, we celebrated Pride Month across the organization and honored the incredible work of our staff in building a culture where diversity, equity, inclusion, and belonging are not just goals, but everyday practices.

We’re especially proud to share that Troy J. Boyle, ICL’s Chief Operating Officer, was named one of City & State’s 2025 Pride Trailblazers. His leadership helps shape a workplace where compassion and equity guide how we care for each other and the thousands of New Yorkers who count on us.

We wrapped up the month by marching in the NYC Pride Parade!
